In a high bowl for blender or food processor put the vinegar, garlic, cumin, coarse salt, oil, paprika and cayenne (you can add less than 1/4 cup of vinegar and a little more oil if you do not like the taste of vinegar).

Add a small piece of bell pepper, not too big, about the size of a crab stick, chopped into pieces if necessary to put it in the container.
