Fry the previously floured mackerel (this time I used chickpea flour, but it can be to taste), only brown on the outside, without being completely done. Leave it on absorbent paper.

Cut the onion, garlic and carrot in EVOO, in not too small pieces and fry over low heat with the peppercorns. Use the strained oil from frying the mackerel.

Add the wine, vinegar, water, bay leaves and turmeric (you can also add a little paprika) and let it simmer.
